Shadow IT has been a headache for CIOs for decades, but when it comes to understanding what makes it dangerous, the conventional wisdom is often wrong. Yes, someone bringing in unauthorized hardware or spinning up rogue cloud storage is a problem. But CIOs at the largest research facilities in the world would tell you the same thing: A rogue wireless access point is annoying, but it’s reasonably easy to find and shut down.
The real nightmare is users writing their own software against custom production systems or building workarounds outside their standard applications.
When organizations run massive vertical application stacks, a single SAP patch can break every piece of homegrown code built on top of them. The same goes for business intelligence dependencies. A renegade reporting tool that tells leadership that sales hit one number — when the real figure is something else entirely — creates problems far beyond the IT department.
Shadow AI makes all of that dramatically worse.
How shadow AI compounds vulnerabilities
Those little unauthorized tools aren’t just living inside your environment with bad dependencies anymore. Today, they’re actively leaking data to destinations you can’t see, audit or control. Leave intellectual property and trade secrets aside for a moment, and consider broader data leaks: In 2026, this is a regulatory disaster waiting to happen. The fundamental shift is this: Traditional shadow IT required someone in the department who actually knew how to code; shadow AI just needs someone with a browser trying to finish an expense report before lunch. Developers who built unauthorized systems at least understood they were going around IT and usually had some sense of the rules they were breaking. Meanwhile, the HR coordinator who pastes termination details into ChatGPT to help polish the wording has no idea they just sent employee data outside the organization’s walls.
Shadow AI also spreads in ways the old world of IT never could. Traditional shadow IT was contained; accounts payable’s invoice tool stayed in accounts payable. Shadow AI goes viral. One useful prompt gets dropped into Slack, and suddenly an organization has 50 data leakage points that the security team knows nothing about.
Vendor configurations can exacerbate risk
Vendors are compounding the problem by embedding AI features into existing applications without involving IT or security teams. New capabilities appear in human resources, ERP, CRM and email platforms almost daily, often with no evaluation.
The privacy situation on the other end of these tools is also murkier than most users realize. OpenAI’s privacy statement allows it to use submitted content to improve its models unless users actively opt out — a step most people never take. A federal court recently ordered OpenAI to retain all ChatGPT conversation logs indefinitely as part of a lawsuit from The New York Times, overriding the company’s 30-day deletion policy. The next compliance problem or data breach won’t come from an application that organizations can locate and disable. It will come from thousands of well-meaning employees who thought they were just getting help with a spreadsheet.
Moving forward with caution
In the face of this substantial risk, IT leaders need to take action against shadow AI use. But there’s no reasonable way to lock everything down and say no to every AI request; taking that approach will guarantee that users will find workarounds, leaving organizations right back where they started — perhaps with even less visibility.
Instead, organizations need policies built around engagement and training. Users must understand what they should and shouldn’t do. They need to grasp the basics of confidentiality and have an IT department willing to work with them rather than against them. This reduces the risk of data exposure at the original leak point, which is much more effective than trying to contain a leak that is already underway.
Highlighting creative uses of AI that stay within compliance and security boundaries is another way to encourage the right behavior. The employees who are leveraging AI on their own time may be the ones who can most effectively harness the approved tools — if given appropriate support. The companies that embrace their shadow AI community while managing the risks will pull ahead. Those that try to suppress them entirely may find themselves watching their competitors disappear over the horizon.
